Hopeville Primary School has been racked with School Governing Body problems since late last year. An urgent meeting was held in December and it was decided that the bi-elections, that were scheduled for 13 March 2019 be postponed until further notice.  Mr Lushozi, the circuit manager, has confirmed that the election had been postponed.

On 4 and 5 December 2018, the Department officials met with the SGB, some parents and concerned community members regarding an article in a weekend newspaper, dated 2 December 2018.  The meeting of 4 December 2018 resolved that there be a report-back meeting to parents by the SGB members so that it could be given an opportunity to explain its role in the article on 2 December.

On 5 December, SGB members did not attend the meeting to honour the resolution of 4 December. Subsequently, this led a motion of no confidence into the SGB, passed by the parents in a closed session.  The said motion was overwhelmingly seconded and became a unanimous resolution of the parent body in attendance. The chairperson of the meeting on 5 Dec 2018 attempted to contact the SGB of Hopeville Primary School and to afford them an opportunity to meet and possibly give them an opportunity to redeem themselves to the parent body of the school.  This could not be achieved in 2018.

The same attempts were made by the chairperson to meet the SGB in 2019 in order to engage them on this matter, in particular, but also others in general, such as their constitutionality in view of the 2 vacancies and the pending SMT vacant posts that need to be processed and filled.

It is rather regrettable that the SGB officials had opted not to meet with the Department and instead had subsequently proceeded to engage the services of the attorneys regarding the filling of the principal’s post, which they indicated is their sole interest at the moment. 

“In this instance, the SGB has rather ignored their primary responsibilty of proper corporate governance to usher all stakeholder confidence in them, which would have been properly been addressed had they prioritised meeting with the Departmental officials”  said Mr. Moonsamy, parent.  In February 2019 a communication was sent to parents from the school, informing them that a bi-election would take place for 2 posts that were vacant on the SGB.  This communication offered no further explanation. To the parents of the school, the SGB was dissolved and did not attend the school year-end functions, ie. The Foundation Phase Award ceremony and the Senior Phase Awards ceremony.  This created confusion and no clarification was provided or communicated to the parents.

“Based on everything that had transpired up to that point, the bi-elections was not conducive for free and fair elections in the school.  The SGB needed to be held accountable for bringing the school into disrepute, for breaking the parent–SGB trust relationship, for failing to be transparent and disclosing pertinent information to all the stakeholders. They had failed the system and most importantly they failed to put the ‘interest of the learner’ first” added Mr Moonsamy.

Current appointed chairman Mr N P Kandhi took the reigns as acting Chairman in January 2019, “I want to state that I did not put the bi elections on hold. This instruction came from circuit office, from Dr Swartz to the acting Principal, that the bi elections should be cancelled, again I requested a reason and none was given” said Mr Kandhi. “I always wanted to address the parents of Hopeville Primary but I was stopped on every avenue, reasons unknown to myself,  I want to  engage in the uplifting of our school. I am ready to answer all questions. I have emails for all of the above statements and for perusal to any wishing to view them.” stated Kandhi.
